The Dutch government has initiated the sale of a 46% stake in the German subsidiary of the grid operator TenneT to an investor consortium for up to 9.5 billion euros. The buyer consortium includes the Dutch pension fund manager APG, Norway's Norges Bank, and Singapore's sovereign wealth fund, GIC. This move comes in the context of high financing needs for electricity grid infrastructure across Europe. Last year, a sale of TenneT Germany to the German government had failed. Now, the consortium takes over the stated stake through a private placement of new shares by the Dutch government. TenneT Deutschland, with over 14,000 kilometers of high-voltage lines, is the largest operator of transmission networks in Germany. Overall, the consortium's investment provides TenneT Germany with 8.5 billion euros for financial stability, thereby offering additional financial protection to the Dutch state participation, as reported by the Dutch Ministry of Finance. APG, acquiring an 11% stake, emphasized the importance of the investment for maintaining its creditworthiness. How the remaining shares are split between GIC and Norges Bank remains open for now. While Germany continues to express interest in a minority stake, Dutch Finance Minister Eelco Heinen aims for more clarity on potential German investments by the end of the year. Previously, it was speculated that the sale of new shares for TenneT Germany could generate up to 12 billion euros—a potentially groundbreaking deal in Europe. This transaction underscores the growing capital needs for network expansion, as even the smaller competitor Amprion recently received 3.2 billion euros from Apollo Global Management under an agreement with RWE. Similarly, Germany already holds minority stakes in the grid operators TransnetBW and 50Hertz and has shown interest in the past in acquiring a 25% stake in TenneT Germany.
